With the changeover to the new year, several new traffic rules came into effect in Massachusetts. While reviewing an article in the local paper (http://www.boston.com/cars/news/articles/2009/01/18/stay_alert_for_some_new_rules_of_the_road/) about the changes, I noticed that a law had passed specifically allowing the 3-wheeled Zap! cars to be registered in the state (before, they didn't fit the legal definition of a car or motorcycle.) I went over to the State Legislature (http://www.mass.gov/legis/laws/seslaw08/sl080523.htm) page to read the text of the bill (search for the word "Motorcycle" to find the relevant part), and it turns out they wrote the measure broadly enough so that a Persu could be registered as a motorcycle in the state!
You can ignore all the parts in the bill about "top speed of 40" and "restricted access to highways" - those parts are written for low-speed vehicles only and don't apply to all vehicles registered under this definition.

One more state down.....dr:ive1)
