This is a wonderful idea. (Even if from 1996) A flywheel is a very efficient battery. The drawback, however, is that the physics requires a large, heavy, and expensive high-performance mass, which only makes it practical for large and heavy vehicles (trucks, etc.)
Probably not suitable for a small, hyper-efficient transport like the V1.
Another great idea is the hydraulic hybrid:

But this is also only good for large, heavy vehicles. These will always have a place and practical use -- just not for hauling one person to work anymore.
